Is this quest giver available as a hero? I read something on PVXWikia that led me to believe this was true, but upon reading more on guildwiki, I'm not finding anything to support this.

Ah, thank you. Is it required for it to be HM or is NM acceptable?

When you complete Winds of Change on normal mode you get Zenmai as a hero. If you complete it on hard mode you will get Zei Ri as a hero.

You must finish normal mode before you can do hard mode.

Just some detail, but you have to actually complete the HM version of the quests (the ones with better rewards). Doing the normal mode quest chain in HM doesn't work.
I have seen some people in the past make this mistake.

@OP: Stop using wikia wikis. The unofficial wiki moved to here, the official one is here, and gwpvx (previously pvxwiki) is here. Wikia is full of old vandalised rubbish.

As an aside, you will probably want to find people to help you with some of the hard mode missions. I did not find the WoC chain to be much fun. In fact, I would go so far as to say it's probably the least fun I've had in PvE in an MMO, though there's some lowpoints in EQ that i'm still not exactly sure. In either case. I hated it. Bringing friends at least let you get it done quicker.
